The Community Development Block Grant (CDBG) program is authorized under Title I of the Housing and Community Development Act of 1974, as amended. The primary goal of the CDBG program, as outlined by Title I is
"…is the development of viable urban communities, by providing decent housing and suitable living environment and expanding economic opportunities, principally for persons of low and moderate income."

The City’s CDBG program year runs from May 1st through April 30th. During this period, the City or subgrantees undertake projects and activities that were included in the HUD required annual Action Plan, which is approved by the Common Council after reviews by the Plan Commission.  A public hearing is held annually at the Oshkosh Seniors Center to discuss the draft Action Plan and receive public comments on the proposed activities.

CDBG program guidelines are fairly flexible and allow for many activities to be undertaken as part of the program as long as a national objective is being met by the activity being undertaken as well as being consistent with the City’s 2005 – 2009 Consolidated Plan and the Comprehensive Plan. Eligible activities can broadly be categorized as follows:

  • Housing
  • Economic Development/Central City Redevelopment
  • Public Services 
  • Planning
  • Administration
  • Public Facilities and Improvements

While the City undertakes activities on its own relative to the above categories, it also provides grant assistance to individuals and organizations proposing to undertake eligible activities that meet a national objective as well as priorities found in the City’s 2005 – 2009 Consolidated Plan
