The City of Oshkosh is currently in the process of updating the Pedestrian and Bicycle Circulation Plan, which was originally created in 1998.

We recognize that there are great personal, environmental and societal benefits of walking and bicycling for both recreation and transportation and the City is dedicated to enhancing and promoting safe and efficient pedestrian and bicycle circulation routes within our community.

This web page is intended to inform you of the progress of the plan update and solicit comments, concerns and suggestions for consideration of inclusion in the plan.

Success of any planning effort requires active public participation and the implementation of recommendations requires strong community support. Please take a moment to look over the information, complete our survey and get involved!

City of Oshkosh Bicycle and Pedestrian Circulation Plan Draft Goals

  1. Develop a well-connected bicycle route system that links a variety of facilities together into a cohesive transportation system (both on and off-road)
  2. Increase the utilization and availability of funding for bicycle and pedestrian improvements
  3. Design roads to be compatible with surrounding uses and be pedestrian, bicycle and transit friendly
  4. Supplement facilities improvements with adequate education, encouragement, evaluation, and enforcement programs
  5. Enhance intergovernmental cooperation and coordination for improving multimodal transportation
  6. Develop shared-use transportation standards to include in the development review process for reviewing new developments
  7. Create a plan for increasing the bicycle parking options within the city
  8. Create a permanent Bicycle and Pedestrian Committee within the City of Oshkosh governmental structure
