The Committee shall advise the Common Council with respect to recommendations on bicycle/pedestrian matters, with an emphasis on policy and planning issues; and make recommendations on capital and maintenance projects to improve bicycle and pedestrian safety and mobility.

Plans and Maps

Bicycle and Pedestrian Master Plan – Update 2019
The Bicycle and Pedestrian Master Plan update was developed in partnership with city staff and East Central Wisconsin Regional Planning Commission with the intention to provide updated information on current planning goals for the bicycle and pedestrian transportation network. The Bicycle and Pedestrian Advisory Committee oversaw the update process. The Master Plan will help in planning and implementing the future transportation network in the area.

Pedestrian and Bicycle Circulation Plan - 2011
The City of Oshkosh has prepared this Comprehensive Pedestrian and Bicycle Circulation Plan to develop sound strategies for improving bicycle and pedestrian transportation throughout the Oshkosh area for users of varying abilities. BikeOsh
Hosted by the Pedestrian and Bicycle Advisory Committee, BikeOsh is an annual bike themed event held in May coinciding with National Bike Month.

Appleton (Fox Cities) Transportation Management Area and Oshkosh Metropolitan Planning Organization Bicycle and Pedestrian Plan – 2014
In 2010, the Appleton Urbanized Area was designated as a Transportation Management Area as the population as over 200,000. The Appleton (Fox Cities) TMA works in cooperation and coordination with the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Wisconsin Department of Transportation (WisDOT) to ensure that federal transportation planning requirements are met.

Transportation Improvement Program
Prepared annually, the Transportation Improvement Program (TIP) for the Fox Cities Transportation Management Area and Oshkosh Urbanized Area includes all anticipated federal and state aids for highway, transit, and other transportation projects in the urbanized area, as a prerequisite for funding approval. It has been developed by the East Central Wisconsin Regional Planning Commission as the designated Metropol¬itan Planning Organization (MPO) for these areas in cooperation and coordina¬tion with the Wisconsin Department of Transportation (WisDOT), which is responsible for preparing a State Transportation Improvement Program (STIP) programming federally-assisted transporta¬tion projects statewide.
