The Temporary Access Agreement gives Oshkosh Corporation and their approved parties permission to access the site and perform investigation and testing.

The City retained Houseal Lavigne Associates to develop a conceptual plan of what the Oshkosh Avenue Corridor and waterfront could look like if Oshkosh Corporation chose to build their new global HQ at the site.

East Central Wisconsin Regional Planning Commission ran multiple reports using Economic Modeling Specialists Inc. (EMSI) demonstrating what the economic impact would be if Oshkosh Corporation built a new global HQ in the city or built the HQ in a different city.

The Common Council approved a Purchase and Sale Agreement of a portion of city-owned land on Lakeshore Municipal Golf Course.

The City updated the Zoning Code to include a new Zoning District called Corporate Business Park with a Planned Development Overlay to ensure the development along and near the Oshkosh Avenue Corridor is to the highest of standards.

Tax Incremental Financing District #34 and #35

The Common Council, Joint Review Board, and Plan Commission all approved two new Tax Incremental Financing Districts (TIF) along the Oshkosh Avenue Corridor in order to install and upgrade infrastructure, improve the corridor, and provide a PAYGO incentive to Oshkosh Corporation.
